Support for many Windows Media Center Extender hardware devices, that had been released pre-Vista, was also dropped leaving many owners out of luck if they did not upgrade to one of the supported Windows Vista versions from the Windows XP Media Center Edition. Support for multiple tuners was added in later releases and varies depending upon the version of the operating system purchased. The user interface was redesigned and tailored for the 16:9 aspect ratio.

In May 2015, Microsoft announced that Windows Media Center would be discontinued on Windows 10, and that it would be removed when upgrading but stated that those upgrading from a version of Windows that included the Media Center application would receive the paid Windows DVD Player app for free to maintain DVD playback functionality. Shortly after Windows 7's 2009 release, Microsoft disbanded the Media Center development team, thus abandoning any further software developments. It is possible to view encrypted cable television channels by using an internal or external tuner that supported CableCARD. Both standard- and high-definition unencrypted video are supported through DVB-T and ATSC standards. Up to six TV tuners on a tuner card are supported simultaneously. It is also possible to watch and pause live TV. Content can be played back on computer monitors or on television sets through the use of devices called Windows Media Center Extenders. Users can stream television programs and films through selected services such as Netflix. Media Center can play slideshows, videos and music from local hard drives, optical drives and network locations.

The only other option if System Restore doesn't fix it is to use the Dell PC Restore (F8 at boot up) and restore the PC to the original factory power on condition. System Restore has an "undo" function if it doesn't fix it that will undo the restore. System Restore can be accessed from Start/Programs/Accessories/System Tools.

If you got this way, only transfer user data and then try the Media Center, etc and make sure it works before continuing with other items and then if you have programs only install one at a time and check.
That MAY take care of it, however anything transferred (except data files) will be lost and you will have to transfer them again. You could use the System Restore function and restore the PC back to a date PRIOR to transferring whatever you did from the old PC. Some XP programs are not compatible with Vista/Win 7, did you confirm whatever programs you reinstalled from XP were compatible? (and programs must be installed they can't just be copied over). It would appear to be something you transferred from the old XP machine.
